Telecommunication equipment certification and declaration in Russia

Object of telecom certification and declaration in Russia is only equipment which is connected or can be connected to Common Telecom Network by any way – by wire, optic or radio channel.

As a rule, conformity assessment of terminal equipment like phones, modems, PC radio modules, conference equipment, servers, power systems  can be approved by declaration procedure. In this case of conformity assessment lead time is usually 1 month. The most important things to register declaration are following.

• Declarant must be only local company on Russian territory which acts on base of contract with manufacturer. Contract number and date is pointed in telecom declaration.
• Declaration of conformity must be registered by Federal Agency of Communications – FAC.
• Only one model can be pointed in declaration.

Modular approval

Manufacturer can approve telecom bult-in module or end-user device, it doesn't matter legally. It depends on manufacturer's choice only. But to approve an end-user device is better way. If manufacturer approves only module, in this case he must provide legal information for any officials, customers (for example importer, custom house etc) that the end-user device includes the module which was completely approved. Sometimes it may be difficult. We can offer discount to register declarations if several models include identical modules.

Telecom certification

Certification procedure for telecom assessment is usually used to approve telecom equipment like access point,  routers, switchers, billing systems, control and monitoring systems, radio-relay systems. It takes approximately 3 months to provide certification procedure. Holder of certificate can be any company – Russian and foreign firm. The foreign firm can be represented by Russian local company which is based on power of attorney.
