Regular passport 
is  obligatory document.

Practically you can do nothing without regular passport. You cannot book ticket, provide bank orders, get medicine insurance and so on... You have practically no choice.

Foreign passport and  Driver license
are voluntary documents.

You can live your life without foreign (international) passport and driver license, if you like to get your friends, shops and office on foot, by bus, train or taxi, and don’t like trips abroad. You can freely visit bars, police station, cast a vote and so on... If you try to go abroad by car, foreign passport and  driver license will become obligatory for you, but your choice is always voluntary…

Obligatory and voluntary certification
looks like passport and driver license.

GOST R certificate is obligatory approval for custom clearance and it’s obligatory document to put imported goods and equipment on Russian market.

There are more than 300 voluntary certification systems in Russia. There is list of voluntary systems on Federal Technical Regulation Agency site. If manufacturer or importer is going to use his equipment in especial area he has to get especial approval, for example:

1. If end user is going to use his equipment to be connected to Common Telecom Network he has to get telecom approval – certificate or declaration.
2. If end user is going to use his equipment in dangerous area he has to get Rostechnadzor approval (permit).
3. If end user is going to use special frequency band he has to get Minpromtorg license, which is based on GKRCh permit.

300. If end user is going to use his equipment ..... he has to get especial approval, but it is their voluntary decision.

Nobody knows where and how importer is going to use their devices, nobody can recommend what kind of other requirements and approval may be necessary for him.
