TESTS TO GET RADIO MINPROMTORG LICENCE FOR IMPORTER
Important notice
1. Present radio license procedure doesn’t have any deal with the Telecom certification or Telecom declaration. Please don’t mix them. Have a look at details here.
2. Russian importers need to get Minpromtorg license for custom clearance only and for special cases only.
3. You can not to read it if:
if you are manufacturer (not importer)
if you are going to put your product on Russian market (not to clear custom, it’s absolutely different cases)
if you are going to import goods in accordance with the list below into Russia
Regulation
EURAZAS Intergovernmental Council approved unified production list from 27th of November, 2009 year, № 19. There are some prohibitions and limitations for radio equipment to import in and export from Russian Federation, Kazakhstan, Byelorussia. Regarding this regulation the following goods and equipment can be freely imported (I mean radio part) into Russia and Custom Union and exported from Russia and Custom Union.

any high-frequency devices with the power no more than 5 Watt, which works on permitted frequencies (the list of frequencies are given into enclosure)
mobile telephones, modems
civil radio stations
BT 802.15, Wi-FI 802.11 a, b, g, n, Wi-Max 802.16,
navigators (GPS)

RFID, bar code reader
intruder alarms
hearing aids

But what to do if your goods are outside of this list? In this case importers has to get Minpromtorg licence to clear customs of their goods. It may be 2 cases.
