Custom Union Certificate – New type of certificate

Custom Union of Russia, Byelorussia and Kazakhstan was founded on  July 01, 2010. A goal to create this Union was  to make easier  trade between these three countries and to avoid  a lot technical regulation procedure to import goods into and to export goods out of Custom Union territory.

In actual fact certification procedure was started on April 01, 2011. Now any applicant can get two type of certificate so that to import his goods – national certificate (in Russia it’s GOST R certificate or TR certificate) or Custom Union certificate.

National  GOST R certificate  or TR certificate can be used to import goods and equipment only into Russia and to put goods and equipment only on Russian market. Custom Union certificate can be used to import goods and equipment into territory of any country – Russia, Belorussia and Kazakhstan. This certificate is valid on territory of Russia, Byelorussia and Kazakhstan. You can import your goods only with single approval. This certificate can be used instead of GOST R, GOST K and Belorussian certificates.

Our certification body began to issue Custom Union certificate from April 01, 2011. Custom Union certificate can be issued  and based on GOST R conditions and rules until the moment when new technical regulation norms will be legitimated  in Custom Union. For electrical equipment Custom Union certificate can be issued on base of CB certificate & test report and EMC test reports.

Custom Union certificate only confirms safety and EMC requirements and allows importers to put their  goods on Custom Union market , but cannot be used instead of telecom, hygiene and other type of obligatory or voluntary approvals or licenses. Anyway Custom Union certificate makes easier your way into Russia, Byelorussia and Kazakhstan.

Custom Union Commission is planning to enact new technical regulation in the course of year, so that there will be 2 period - before and after that moment.

1. Before
Rules (mark, test reports, lead time etc…) are the same as in national certification systems (GOST R in Russia, GOST K in Kazakhstan and certification system of Belarus). If manufacturer gets custom union certificate he has to put such single mark as the country whence this certification body is situated.

2. After
New rules will be described in new  technical regulations of Custom Union. After the moment when new technical regulation will come in force the new common certification mark will be published.
